    Structure of the City Administration

    1..The following are organs of the City Government.City Council

    • Mayor
    • City Cabinet
    • City Judicial organs
    • The Office of the Chief Auditor the City

2. The Organs of a sub-cities are:

  • Sub-city council
  • Sub-city chief Executive
  • Sub-city Standing Committee.

3) The follwing are Organs of Kebele Administration:

  • Kebele council
  • Kebele chief Executive
  • Kebele Standing Committee
  • Kebele Social Court

Powers and Functions of the City Administration

The City Government shall have the following powers to make laws and exercise judicial powers specifically coffered on it by the city charter as well as executive specifically included in the details of the powers and functions of the Federal Government Executive Organs:
  • Issues and implements policies concerning the development of the city
  • Plans and implements economic and social development plans;
  • Determines the administration and the working conditions of employees and officials of the city government    as well as of the staff of other organs of power set forth by the city charter.
  • Establishes the executive bodies of the City Government and constitutes public enterprises as legal entities on    its own or in partnership with enterprises of the private sector or other third parties;
  • Organize Sub-cities and Kebeles, demarcates their borders, and allocates budgetary subsidy to them;
  • Identifies, determines and organizes municipal services to be delivered at the level of the city, Sub-cities and  Kebeles; provides efficient, effective and equitable services through the use of a variety of service delivery alternatives and the participation of the people; as well as ensures that a standardized and acceptable    system of    service delivery is in place;
  • Administers, according to law, the land and the natural resources located within the bounds of the city
  • Administer, leases, develops, sales and collects incomes from houses nationalized as per Government  Ownership of Urban Lands and Extra Houses Proclamation and administered by the City  Government, and other houses which the city government has built or obtained in accordance with the law;
  • Expropriates, in accordance with law, a private property and/or clears and, takes over land possession   designated as an object of public interest after having paid commensurate compensation;
  • Prepares, approves and administers the budget of the city to determine and collect, according to law, taxes,  and service charges out of the sources of income specifically given to the city Government; revokes taxes    and penalties effective as per the law; participate in income generating activities, and receives donations and    gifts;
  • Borrows money from domestic sources at the will of the Federal Government; identifies external sources of loan and the Federal Government to borrow money for the benefit of the city
  • Establishes relation and concludes co-operation agreements with the organs and institutions of the federal   Government and the Regions of the country, the private sector and nongovernmental organization as well as at the authorization of the federal Government with various international organization;
