1. Without prejudice to the accountability of each manager of every municipal service organ with   regard to activities, programs and implementation of laws to the City Manager, he/he shall:

   • Have the responsibility to direct and represent the municipal service organs.
   • Have the responsibility to implement power and functions of the municipal service programs.
   • Have the right to delegate its powers and functions whenever deemed necessary for efficiency  and success.
   • Submit performance report to the organs it is accountable.
2. The deputy manager of municipal service organ shall replace the manager in his/her absence or whenever he/she losses his/her capacity; in the ordinary course of things he/she shall assist the manager in accordance with structural job description.
3. Sub-city municipal service department shall prepare its plan and budget in consultation with the appropriate municipal service organ of the city and submit same to the sub-city manager; and also submit its performance report to the municipal services organ of the city and to the sub-city manager.
4. Kebele,the lowest level of administration, shall prepare its plan and budget in consultation with the sub-city municipal service department and submit same to the Kebele manager.It will also submit its performance report to the sub-city municipal service department and to the Kebele manager.

Common Powers and Function of Municipal Service Organs
Municipal service organs shall :

• Prepare their plans and programs.
• Issue directives.
• Ensure implementation of policies, laws and standards.
• Administer employees in accordance with appropriate laws.
• Implement civil service reform program and perform capacity building activities.
• Collect service charges in accordance with law.
• Work in collaboration and partnership with appropriate organs and residents of the city.

The Authority shall have the following powers and function :

• Develop land use standards and implement them upon approval.
• Administer city land and houses in accordance with policies    and laws in force; issue certificate of     land possession; issue     title deed for houses.
• Prepare land and property valuation index; direct studies on  land for improved investment development; custody and  protect data concerning types of land use and possessors thereof.
• Study and submit land rent and house (property )tax.
• Ensure that the development of the city is in accordance with approved plans.
• Clear land and properties and pay due compensation in accordance with law.

• Ensure implementation of construction laws; approve designs upon presentation.
• Coordinate through preparing harmonious design for power, telephone, water and other   infrastructural constructions; issue and control building permits in accordance with a regulation to be issued.
• Facilitate community participation in local development, provide financial, material and technical support whenever necessary.
• Follow-up and control constructions undertaken by the organs of the City Government if they are in accordance with the design and description of construction works.
• Conduct studies on parts of the city vulnerable to flooding and design methods for flood   protection; ensure the implementation of same upon approval.
• Issue and control certificate of competence to contractors working in the city, enterprises that lease construction equipments and machineries, and planning Professionals; provide capacity building support to same.
• Develop standards to regulate the quality of construction materials; issue certificate for the completion of constructions.

Water and Sewerage Authority
Without prejudice to the provisions of the proclamation, Water and Sewerage Authority shall have the powers and functions stated under the Re-establishment of Addis Ababa Water and Sewerage Authority proclamation.

Addis Ababa Road Authority
With out prejudice to the provisions of this Proclamation the Addis Ababa Roads Authority shall have the powers and functions stated under the Addis Ababa City Council Regulations.

• Carries out studies on development of transport services; promotes the expansion of transport, services, construct and administers bus and taxi stands,stations and decides on their destinations.
• Registers vehicles, gives title deeds, transfers ownership, provides valuation service at the time of  registration or upon request, issue plates, conducts annual technical inspection and certificate thereof by itself or delegate private organizations.
• Organizes individuals and associations engaged in transport services; designs and implements mechanisms on the effectiveness of traffic management and provides capacity building support to  same.
• Issues certificate of competence and supports to those interested in the transport sector.
• Issues certificates for garages, driving skill training institutions, and trainers; issues driving licences in  accordance with the law.
• Ensures traffic safety to prevent traffic accident by correlating the loading capacity of vehicles with their efficiency and power; conducts on road inspection of vehicles.
• Inspects and prohibits the operation of vehicles that may affect the safety of the public.
• Supervises that the advertisements on vehicles are in accordance with the law.

• Facilitates land development activities in collaboration with interested developers through    contractual arrangement; follows up and supervises the implementation of same.
• Carries out studies and develops preferred lands; prepares detailed lands for development.
• Initiates study of local development plan taking into account the socioeconomic situation of  preferred lands.
• Issues and controls certificates of competence for land developers.
• Ensure that due compensation is accordance with the appropriate law.

Houses Development Project office

I. The project office shall have the following objectives to:

1. Supply houses for those who those low and medium income level residents of the city, and change the feature of the city to solve step by step aggravated housing problem of the Addis Ababa City Government using cost saving technologies;
2. Create job opportunities by using broad labor forces in the house construction:
3. Expand and strengthen the sector by making micro and small enterprises participate in the housing development program;
4. Strengthen the construction industry and improve the system of vocational training.

II. The project office shall have the following powers and duties:

• Engage in the construction of standardized houses in the urban and expansion area or cause same by entering in to agreement by using cost saving technologies to alleviate the scarcity of houses which in one of the key problems of the City;
• Ensure jointly with the concerned bodies an efficient land and infrastructure supply for the construction of houses by the City Government;
• Direct and supervise the construction of Government houses in every sub-city;
• Strengthen Construction industry by using cost saving construction technologies of houses;
• Implement efficiently housing construction programme by causing the process from designing to constriction of houses to be up to the standard;
• Enhance the capacity of micro and small scale enterprises by making them participate in the development of housing programme;
• Assist to produce competent professionals by laying down training system in relation to construction industry by working in coordination with training institutions;
• Cause the preparation of land necessary for housing development in coordination with the concerned bodies;
• Effect purchasing the necessary goods and construction materials by the budget allocated for housing development programme from domestic sources and when necessary from abroad;
• Prepare the annual budget and effect same up on approval;
• Prepare or cause to be prepared the necessary design for the construction of houses in conformity with the city plan;
• Perform constrictions for various services as may be necessary;
• Handover houses under construction to the Houses Agency upon Completion.

• Registers and administers houses owned by the city; studies and proposes  mechanisms to transfer ownership into private hands following redevelopment and implements same upon approval.
• Facilitates provision of infrastructure and social services for newly built-up areas in  collaboration with the appropriate organs.
• Encourages and provides technical assistance for construction of houses by Housing Cooperatives and non-governmental organizations.
• Constructs and demonstrates sample low cost houses; introduces and provides  technical support for the construction of same to the residents.
• Carries out studies and proposes mechanisms to find local and foreign assistance for the  construction of houses.
• Constructs houses in partnership with private investors.

Sanitation, Beautification and Parks Development Agency
With the Objectives of "Let's make Addis Ababa clean, green and beautiful city", the Agency shall :

• Administer and expand parks, zoos, cemeteries, and public toilet.
• Prepare parks and zoos for various social services; prepare recreational areas.
• Participate the public in the development of parks and zoos, prepare the standard for construction of parks and zoos and ensure the implementation    of same upon approval.
• Design methods for the improved use of cemeteries and implement same up on approval; issue burial certificate, submit periodical list of funerals to Acts and Civil Status Record Service; provide  funeral services to strangers; and provide ambulances for funeral services upon payment.
• Issue certificates of competencies, supervise and provide support for interested parties to     participate in the development of parks, zoos cemeteries, public toilets as well as in the solid     waster management.
• Develop and implement strategies to coordinate private investors and other sections of the     community in solid waste management.
• Prepare standards for solid waste management and ensure the implementation of same upon approval; prepare and supervise solid waste land fill or dumping site in collaboration with concerned     organs.
• Study the mechanisms for recycling and effective utilization of solid waste and facilitate the     implementation of same.

• Registers and gives birth, marriage and death certificates.
• Facilitates conditions for the issuance of identification cards for residents.
• Executes the powers and functions stated under Addis Ababa City Acts and Documents  Registration Office Establishment Regulations.

• Prepares policy for fire and emergency disaster prevention and preparedness and implements same upon approval; prepares and submits draft regulations to be promulgated whenever large scale disaster occurs as it deems necessary to declare a state of emergency.
• Prepare and submits fire prevention, standard, follows up the implementation upon approval.
• Develops and implement strategies to prevent fire and emergency disasters in coordination with the police and other concerned organs.
• Follows up and supervises fire protection instruments installed functioning properly in service rendering institutions; reports to the concerned organs when ever it finds defective  instruments.
• Gathers information of ad during and after disaster; conducts pre disaster indicative studies and ensures the required organs to take precautions.
• Provides emergency aid during the occurrance of emergency disaster in coordinating the concerned  organs and the residents.
• Organizes training centers and provides training to fire fighters and emergency disasters prevention     personnel.

• Follows up the implementation of laws and standards; prevents illegality.
• Controls non-hygienic, illicits trade, unauthorized construction and other violation of laws; takes or causes to be taken legal measures on same.
• Renders supports upon request, to governmental organs, associations and organizations operating in connection with code enforcement in the city; gives training as may be necessary.
• Administers, supervises and follows up the performances of employees engaged in code  enforcement.

• Without prejudice to the provision of the proclamation, the Cinema Enterprises, the Abattoir Enterprise     and the Exhibition Center shall have the power and functions as well as the organization and operation as stipulated in the Addis Ababa City Government Public Enterprises Regulations.
• The status of Construction Materials Production Enterprise, the Kenema Pharmacies Administration, Automotive and Construction Machineries Maintenance Enterprise and other     public enterprises of the City Government shall be determined by riles set the Cabinet of the city government.

Clean and Green Addis Society

Vision

• The Society aspires to see the City of Addis Ababa become an attractive place to live, work and raise families through developing and implementing strategies that ensure prompt quality service such as pilot projects that will have an enduring impact on creating a viable and healthy environment.

• The Clean and Green Addis Ababa Society seeks to improve environmental sanitation in Addis Ababa in order to protect the health of its inhabitants and to mitigate pollution by bringing together the effort of various stakeholders.
