City Administration

The city of Addis Ababa has an intrim adminsration set-up since early 2003. The intention of establishing this new intrim administration is to bring the city adminstration closer to the people through a process of power decentraliztion, increasing public partcipation and responsiveness to local needs and priorites through promoting good governance.

Addis Ababa is a self-governing chartered city with its own city council. The council, which is elected every five years, is accountable both to the city electoral and the Federal Government. Similar organizaional set-up exists at the lower level of the city administration. To date, the whole city is divided into 10 sub-cities and 203 Kebeles (the lowset level of city administration). Sector Bureaus offices, Agencies and Authorties are established at the city administartion level and they are responsible for implementing infrastructural development, promote investment, provide economic and social services and perform other regulatory functions.

The Mayor

1. Being accountable to the city council and the federal Government, the mayor is the chief executive officer of the city. The Mayor shall:

  • Execute decisions, laws, annual plans and budgets adopted by the city council;
  • Propose various policies, economic and social development and annual budget to the city council after consultation thereon by the cabinet and ensure their implementation thereof upon approval;
  • Represent the city as an ambassador thereof
  • Ensure the observance of law and order in the city;
  • Recruit and seek the councils approval of the appointment of cabinet members.
  • Propose three external auditors to the city council where the latter resolves, as may be necessary to appoint an external auditor;
  • Recruit the city manager by a contract of employement for a definite period of time on the basis of his professional competence and in consultation with the cabinet;
  • Hear pressing problems of residents and their grievances;
  • Represent the city in national ceremonies and public holidays ;
  • Ensure, in consultation with concerned bodies, the preparation of public forums where plans, budgets and work performances are presented for and commented by the public;
  • Submit annual report to the council. He shall also submit periodical reports to the council as necessary as may be determined by the latter;
  • Ensure that a standardized and equitable service delivery alternative is implemented;
  • Prepare and propose to the Federal Government the amount of support needed from the latter after consultation thereon by the city cabinet;
  • Prepare and propose drafts of proclamations and regulations to the council after consultation thereon by the cabinet;
  • Appoint the heads of the executive bodies of the city other than those whose appointments must be approved by the council. He shall also designate the presiding chairperson and members of the boards of the public enterprises and other bodies of the city;
  • Organize his office;
  • Award prizes in accordance with law;
  • Perform other functions assigned to him by the city council and by the Federal Government.

Being accountable to the mayor, the deputy mayor shall:

  • Act on behalf of the mayor in the absence or incapability of the latter.
  • Perform other functions as assigned to him by the mayor.

 

The City Cabinet

1. The following are cabinet members of the City Government

  • The Mayor
  • The Deputy Mayor
  • The Heads of the Bureaus
  • Other officials selected by the mayor

Being accountable to the mayor for its joint decisions and to the city council, the city cabinet shall:

  • Ensure that proclamations, regulations, resolutions and standards adopted by the city council and     by the federal government are implemented.
  • Ensure that policies adopted by the council are implemented.
  • Initiate city-wide policies and drafts of proclamations.
  • Deliberate over the annual plans and budgets of the city.
  • Decide on the organizational structure of the executive bodies of the city government.
  • Issue regulations according to the authority given to it by proclamations the council makes.
  • Perform other functions assigned to it by the mayor and by the council.
  • The term of years of the cabinet shall be the term of office of the council.

The City Manager

  1. Being accountable to the mayor, the city manager is the executive of municipal services.
    The City manager shall:
  • Propose to the mayor to establish municipal bodies accountable to the city manager and to implement other service delivery alternatives.
  • Propose the appointment of the heads of the municipal bodies; upon the approval of their appointments, he shall supervise their operations and discharge them in accordance with law.
  • Hire, administer, and discharge competent professionals as sub city managers by contract of employement for a definite period of time. He shall also receive, examine and decide upon annual reports and, where necessary, periodical reports from Sub-City managers.
  • Prepare and submit action plans and budget proposals to the mayor concerning city wide and inter Sub-City municipal services and implement them upon ndorsement thereof.
  • Develop and propose service delivery measurements and guidelines to the mayor and  implement them upon endorsement thereof
  • Ensure efficient, effective and equitable delivery of municipal services.
  • Implement decisions concerning municipal services.
  • Prepare and propose policy initiatives and legal drafts to the mayor concerning municipal services.
  • Recommend the employment of the deputy City manager to the mayor and hire him/her upon approval thereof.
  • Submit work performance reports to the mayor.
  • Receive, and hear and give replies as quickly as possible to the pleas of residents consisting municipal services.
  • Constitute and direct a management committee consisting of underheads of municipal services.
  • Perform other functions assigned to him/her by the mayor

The Deputy City Manager

Being accountable to the City manager, the deputy city manager shall:

  • Act on behalf of the city manager in the absence or incapacity of the latter.
  • Perform othe r functions assigned to him by the City manager

Sub-cities are municipal functions within the bounds of the physical space located for them in accordance with the principle of decenteralization and in conjuction with the center of the city. Sub-cities shall:

  • Administer the Kebeles under its jurisdiction.
  • Have a responsibility of ensuring the observance of law and order.
  • The term of office of a Sub-City Council shall be five years.

The Chief Executive of a Sub-City

1) Being accountable to the respective Sub-City and to the mayor, the chief executive of a Sub-City shall
    govern his Sub-City.The chief Executive of a sub-city shall:

  • Nominate and seek the approval of appointments by the Sub-City Council of the members of the standing committee of the respective Sub-Cities from within and out of the members of the Council.
  • Submit to the respective Sub-City Council the proposal of the Sub-City’s annual plan and budgetary allocation after consultation thereon by the Sub-City standing committee.
  • Call and preisde over the meetings of the respective standing committee.
  • Ensure the observance of law and order in his Sub-City and inform the mayor in the case of a security problem beyond the Sub-City’s capacity.
  • Receive, examine and decide over the reports from the respective Sub-City manager.
  • See to it that municipal service delivery is evaluated by the respective Sub-City standing committee and report to the Sub-City Council and to the mayor the outcomes thereof.
  • Represent his Sub-City on the occasion of national ceremonies and public holidays.
  • Submit annual and periodical reports to the respective Sub-City Council and to mayor.
  • Perform other functions assigned to him by his Sub-City Council and by the mayor.

The Deputy Chief Executive o f a Sub-City

Being accountable to the Sub-City chief executive, The deputy shall:

  • Act on behalf of the Sub-City chief executive in the absence or incapacity of the latter.

Perform other functions assigned to him by the chief executive.

The Sub-City Manager

1. Being accountable to the City manager and to the Sub-City chief Executive, the respective Sub-City’s municipal services, Sub-city Manager shall:
  • Consult with the City manager and propose to the chief executive of the respective Sub-City the constitution of municipal service organs and service delivery alternatives; and he/she shall implement same upon approval.
  • Administer, in accordance with the appropriate law, the employees of the municipal sevice organs of the respective Sub-City.
  • Constitute and direct a management committee consisting of the heads of the municipal service bodies in his/her charge. The committee shall function as per the direction of the City manager.
    Submit his/her annual and periodical performance reports to the City manager and to the chief executive of the respective Sub-City.
  • Prepare the municipal services plan of his/her Sub-City in consultation with the City manager and propos e it to the chief executive thereof. He/She shall implement it upon approval.
    Execute decisions concerning municipal services.
  • Hire, on the basis of professional capability, administer and discharge Kebele manager by contracts of employement for definite periods of time .
Perform other function assigned to him/her by the City manager and by the chief executive of the respective Sub-City.

Kebele , being the lowest level of city administration ,has the the follwing powers and functions:

  • A kebele shall be a center of development and direct popular participation as well as a station for such services that may be delivered at that level,
  • It shall have powers and functions the City Council specifically confers thereon. The accountability of its Council os to the residents of the respective Sub-City and to the Council thereof.
  • It shall create conditions in which the respective residents avail of services in their vicinity as close as possible..
A Kebele is a third administrative level at grass root community level and is a center of development and direct popular participation as well as a station for community service.The Kebele shall have:
  • A council,
  • A spokesperson,
  • A secretary,
  • A chief executive,
  • A standing committee,
  • A manager,
  • A social court
